1.7.2 Documentation Types
The Planning and Building Act requires specific product documentation when selling goods in the Norwegian market. The supplier must ensure this information is available to their customers. Additionally, parts of the Norwegian market require other types of documentation, such as environmental documentation.
Product documentation can be linked to module and item levels in NOBB. There are opportunities for uploading various types of documentation in NOBB. The number of documentation types changes over time due to new documentation needs. Valid documentation types in NOBB are listed below:

CPR | CPR Certificate | CPR certificates according to the Construction Products Regulation (CPR) are issued as a basis for CE marking construction products where the European Construction Products Regulation requires such certification. The regulation specifies various systems for assessing and declaring the performance of construction products. A CPR certificate applies to construction products that either have a harmonized standard and thus require a performance declaration, or products with a European Technical Assessment (ETA). If your product has a harmonized standard or an ETA, check whether it should also have a CPR certificate. If the product does not have a harmonized standard or an ETA, the CPR certificate requirement can be disregarded. | 1 |

EPD | Environmental Product Declaration | EPD stands for Environmental Product Declaration, and it is a brief document that objectively summarizes the environmental profile of a product, e.g., a construction product. The abbreviation EPD is used both nationally and internationally. In Norway, the Norwegian Foundation for Environmental Declarations is the program operator for the Norwegian system. | 1 |
ETA | European Technical Assessment (ETA) | A European Technical Assessment (ETA) is issued for construction products where the manufacturer wants to CE mark the product, but the product is not covered by a harmonized European product standard. It is not mandatory to apply for an ETA, but if it has been created, the product must be CE marked according to it. In principle, an ETA can be prepared for all types of products for construction. CE marking gives formal access to marketing and sales in the internal European market according to the European Construction Products Regulation, which also applies to Norway. ETA is prepared by a European Technical Assessment Body (TAB), appointed by the authorities in each European country. In Norway, SINTEF is appointed as the technical assessment body and can prepare ETA for most areas of construction products. | Multiple |
FDV | Operation, Maintenance, and Management | This documentation is closely linked to the completion certificate for new buildings. The documentation should explain how to manage, operate, and maintain the product and forms the basis for FDV documentation for the entire building. Not all products need this documentation; if the product does not need management, operation, or maintenance, this documentation is unnecessary according to technical regulations. IACG | Indoor Air Comfort Gold | Eurofins Indoor Air Comfort (gold) certification documents that the product meets low emission requirements. It is also a sign of the brand's focus on quality and contribution to a healthy indoor environment. | 1 |
M1 | M1 Finnish Label | M1 (emission class for building material) is a certification scheme and stands for low emissions of VOCs. The classification divides building materials into three categories, with M1 being the best. The certification scheme indicates that the product has been tested in an independent and impartial laboratory and has met the criteria in NS-EN 15251:2007 Appendix C. | 1 |
MAN | Assembly Instructions | If the construction product requires assembly and there are assembly instructions for it, you can attach the instructions to this document type. | Multiple |

MTG | Dimensioned Drawing | Here you can publish dimensioned drawings of the item. Such a drawing should give a clear picture of the item with dimensions and scale. It is much better to do it here than to use environmental images for this purpose. | 1 |
PRE | Product Datasheet | A product datasheet should present the product in the best possible way, both for those who want to buy the product and for those who have already bought it. A good description of the product is important, including color choices/surface, intended use, sizes, good images, etc. Most products can have this documentation. PRODS | Product Certificate | A product certificate indicates that the product complies with a standard or other technical specification. A SINTEF Product Certificate is a confirmation from SINTEF Certification that a construction product complies with a given national or international standard or other relevant technical specification. SINTEF Product Certification is a voluntary Norwegian certification scheme, and SINTEF Building Research is accredited to issue product certificates for construction products. For certification, the product must be produced with satisfactory ongoing quality control. For all certified products, SINTEF Certification monitors production control by conducting inspections at the production site. For certain products, random testing is also carried out in our laboratories. The datasheet is automatically transferred from SINTEF to NOBB. | 1 |
RES | Spare Parts List | A spare parts list is a list that contains a detailed overview of the various spare parts available for a specific product, appliance, machine, or system. This list typically identifies each part with a description, numbering, and often quantity and any related information. | 1 |
SAM | Declaration of Conformity | A declaration of conformity is part of the conformity process that must be completed before a product is placed on the market in the EU/EEA. One declaration of conformity is created that gathers all relevant regulations. The declaration must list all relevant regulations (directives or regulations) that the product falls under. The declaration must also refer to how compliance with the requirements of the directives is documented, such as by referring to harmonized standards. Some directives or regulations may have exceptions regarding the requirement for a declaration of conformity. | 1 |
SDS | Safety Data Sheet | A safety data sheet contains information about hazardous properties and recommended protective measures when using technical/chemical substances. All technical/chemical substances traded/stored/transported in Norway must have a safety data sheet, and it must be in Norwegian. The content of the safety data sheet is used as a basis for the substance inventory, and the data sheet is prepared by experts. Safety data sheets should not be entered into NOBB media but entered in ECOonline, where the NOBB number is indicated in a specific field. The datasheet is automatically transferred to NOBB. | 1 |

MSER | SINTEF Environmental Certificate | SINTEF Environmental Certificate is a voluntary Norwegian certification scheme for building materials that documents the health and environmental properties of a product according to relevant environmental requirements for the Norwegian market. SINTEF Environmental Certificate is issued for both domestically produced and imported building materials. | 1 |
TEKG | Technical Approval | SINTEF Technical Approval documents that a building product or a structural solution is considered suitable for use in Norway. A technical approval includes documentation of all relevant properties for the product. It also specifies how the product should be installed and other conditions for use. Environmental properties are also included. A SINTEF Technical Approval is a complete documentation according to the requirements in the technical regulations. SINTEF Technical Approval can be issued for all types of building materials, components, and construction systems that SINTEF Certification assesses to be suitable for its intended use. The documentation scheme is suitable for both new and established products on the market, and applies to both Norwegian-produced and imported building products. YTE | Declaration of Performance (CE marking) | From January 1, 2014, manufacturers/importers are required to create declarations of performance for all building products covered by a harmonized product standard (NS-EN). The Declaration of Performance provides the mandatory CE marking for the product. Which products have a harmonized product standard can be found via byggevareinfo.no, but generally, this applies to products that are permanently incorporated into the construction. The document follows a specific template that must be used; one should not create their own design for the declarations of performance.
